...Strong atmospheric river associated with a winter storm is
causing heavy precipitation across California and Nevada, with
widespread flooding in California...

Numerous Flood Watches, Flood Warnings and Flash Flood Warnings
are in effect across northern and central California and western
Nevada.

Avalanche Warnings are in effect for portions of the Eastern
Sierra in Mono and Inyo Counties and the Greater Lake Tahoe area.

Several Winter Storm Warnings are in effect across northern
California and slong the Sierra Nevada range.

High Wind warnings and Wind Advisories are in effect for much of
California and northwest Nevada.

At 300 PM EST...Scattered rain was observed along the central
California coast, across the Valley and at the lower and mid-base
of the Sierras while a mix of rain/snow or all snow fell in the
highest terrain. A progressive frontal system was pushing eastward
into the Intermountain West from the Pacific Northwest with its
trailing cold front draped through northern Nevada and central
California. The parent low pressure was observed offshore of
southwest Washington state at 996 mb while a wave of low pressure
east of the California/Nevada border had a reading of 999 mb.
Coverage of the rain across central California has lessened in the
past few hours however decent rates are still occuring.

The occluded front over the Northwest will diminish by tonight
while the rest of the frontal system will cross the Rockies and
exit into the adjacent High Plains.  Heavy rain and heavy snow at
higher elevations will persist this evening across portions of
California while increasing across parts of Nevada. Some locations
could rise above the 10 inch mark by tonight.
