portions of the eastern Great Lakes, northern Mid-Atlantic, and
Interior Northeast...
Flash Flood Warnings are in effect for portions of eastern
Pennsylvania and central Upstate New York.
Flash Flood Watches are in effect for portions of eastern
Pennsylvania, most of Upstate New York, and central New England.
A Flood Warning is in effect for the Tioughnioga River Basin in
central Upstate New York.
Flood Advisories are in effect for portions of eastern
Pennsylvania and central Upstate New York.

At 1000 PM EDT...National Weather Service Doppler Radar indicated
widespread moderate to heavy rainfall associated with Post-T.C.
Fred was occurring across portions of the eastern Great Lakes,
northern Mid-Atlantic, and the Interior Northeast. The main area
of heaviest rainfall was arcing from central Upstate New York
southeastward into eastern Pennsylvania. A few additional storms
were occurring along the southern end of this arc across
north-central Maryland into southeastern Pennsylvania. Below are
preliminary rainfall and wind observations associated with
