continue over the Central and Northern Appalachians and the Lower
Great Lakes...
Flash Flood Warnings are in effect for portions of southeastern
Ohio.
Flash Flood Watches are in effect for portions of the Central and
Northern Appalachians, the northern Mid-Atlantic, central New
York, and southern Vermont.
Flood Warnings are in effect for the Red River in southeastern
Kentucky and the Middle Fork Mud River in southwestern West
Virginia.
Flood Advisories are in effect for portions of western
Pennsylvania and eastern Ohio.

At 1000 AM EDT...National Weather Service Doppler Radar indicated
widespread moderate to heavy rainfall was occurring across
portions of the Central and Northern Appalachians extending from
West Virginia through Upstate New York and into Vermont.
Additional lines of showers and storms continued along periphery
rainbands extending south through central Virginia and east
through New Jersey. Below are preliminary rainfall and wind
observations associated with Post-T.C. Fred. For more information
