Fred continue over the Southern Appalachians, western Carolinas,
and southeastern Georgia...
Flash Flood Warnings are in effect for portions of western North
Carolina and central Upstate New York.
Flood Warnings are in effect for the French Broad River in western
North Carolina and eastern Tennessee, the Pigeon River in eastern
Tennessee, and portions of northeastern Georgia and western North
Carolina.
Flash Flood Watches are in effect for portions of the southern and
central Appalachians, the western Mid-Atlantic, the Upper Ohio
Valley, and into central Upstate New York.
A Tornado Watch is in effect for portions of the western Carolinas
and southwestern Virginia.
Flood Advisories are in effect for portions of the southern
Appalachians and central Upstate New York.

At 1100 PM EDT...National Weather Service Doppler Radar indicated
widespread moderate to heavy rainfall was occuring across portions
of the southern Appalachians and Cumberland Plateau, including
southwestern West Virginia, eastern Kentucky, and southwestern
Virginia. A broader area of moderate rainfall extended out
northward across West Virginia and into southeastern Ohio. An
additional line of showers and storms continued along a rainband
extending southeastward into the central Carolinas and
southeastern Georgia. Below are preliminary rainfall and wind
observations associated with Tropical Depression Fred. For more
